Why are the local pack and organic positions different numbers?
Two positions, reported separately and never merged.
They are different rankings. The local pack is the map block of three businesses near the top; organic results are the standard blue links below it. You can hold pack position 1 and organic position 40 at the same time, so merging them into one "rank" would hide which one needs work.
